Tethering a PDA

I see many references to tethering a phone or PDA to a laptop, using a USB cable. According to the Verizon rep, in the store, they don't allow thethering at all except for one Blackberry model.

The $60/mo data plan gets you a PC card and access to the data network, which is different from access from the PDA, which is about $45 / mo extra in a voice / data package.

So, what's the real story? Why can't you tether the Samsung PDA, if you pay the $60/mo? Why do they care how you access the data network?

you can use any blackberry to tether, tethering for the other pda's should be available hopefully sometime this year. well thats what they made it sound like at a PDA training i recently went to.
