Hmmm... I've been a component level electronics technician for almost 25 years, 2 way radios, cell fones, pagers, etc. I say put it in the oven like I've done for a long time.
Besides, he doesn't have a lot to lose, it's probably trashed anyway.
It might dry out for you but chances are your cellphone is beached and now only good as a paper weight.
My daughter had her's in her pocket last summer and was pushed into a pool which, ofcourse, got it nice and wet - phone was garbage afterwards as it was probably powered on when it hit the water and just fried.

I washed my Razr too. The key is to take out the battery asap. Do not put it back in until it dries out completely. I have a convection oven that can be used to dehydrate food at a very low temperature (130 Deg). I found a procedure posted on how to take apart and clean up the phone. I took mine apart so that it was opened up and placed it in the oven for 12 hours. Then I cleaned contacts like the procedure said and put it back together. But it didn't work. But I had another battery so I popped it in and the phone came up. I charged the battery and have been using it for over a year now. You have to get the moisture out and clean the contacts so they don't tarnish or stick. I was careful and probably a little lucky too but if you are careful you may be able to save it even if you wash it like I did. BTW, the battery that went through the wash was ruined and never recovered.
My friend dropped his razr in his pool a couple of times actually, and he simple promptly took the battery out and let it dry. But, obviously, there is a chance its not fixable.
