Yes, de-branding should indeed remove the ringtone restriction. Rogers will not do this for you. You will need to head to a 3rd party company to get it re-branded with non-restricted firmware. I would recomend
WotanServer for this. It is all done over the net, very reliable, and you can do it yourself with the data cable that came supplied with your phone.
