Is there a way to quickly activate Call Forwarding using a * or # key
combination, without having to go through the phone menu? I want to setup a
speed dial to forward my mobile phone to my office number during the day.
Thanks.

To divert all calls regardless of type to a number using:
Set: **21*phonenumber# [send]
Cancel: ##21# [send]
Query: *#21# [send]

How does this work for my billing? Will I still be charged airtime for
the duration of the call if I forward to a landline and answer it?
Also, can it be set to forwarded if they call is not answered on the
cell phone?

It does exactly the same thing as activating the forwarding through the
menus, just saves you the trouble of having to go through the menu. That
particular code is for diverting all calls, so your phone will never ring,
it will just forward everything.
