I need an explanation please.
I have the Cingular Nation GAIT plan and can use the IR port on my 6340i
with my laptop and dial my ISP to check email (very slowly 9.6kbs).
However, this does not work everywhere. I can use it at home - don't need
it have DSL, and some places that I travel to. I can be somewhere where I
have a knockout cell signal but cannot connect to my ISP.
Could someone please explain this?

Most likely you've left a Cingular area and are roaming on AT&T. AT&T
doesn't supporr CSD connections (9.6k data calls). This used to
frustrate me when I travelled as a Cingular customer (now it
frustrates me as a T-Mobile customer- their roaming partner in Kansas
doesn't support CSD either!)
I won't bore you with a detailed technical explanation, but basically
your phone really doesn't have a "modem" in it- just the capability to
relay data to/from your cell carrier who "loans" you one of their
analog modems for the call. If they don't offer modems for loan (like
AT&T) you can't place data calls, period.
AT&T does allow GPRS connections (for $$$), but the 6340 doesn't do
GPRS.
