If I live on the East Coast, and travel to the West and I want to call to
the East Coast, does my 9PM free evenings kick in at 9 EST (6 Pacific) or 9
Pacific?

They kick in in the time zone that you are in. Not necessarily your home time
zone.

Nights are based on where *you* are not where your home account is
located.
