I heard Cingular and T-mobile are the same in California in terms of band.
    Are they 850 or 1900?

That's currently the case but will be changing in the near future (and may
have started the transition in some areas)

Similary, Cingular has been using T-Mobile's infrastructure in the NYC
area, but that too is going to go bye bye.

Then how to explain why Cingular always gives better signal than T-mobile,
no matter which phone is used?

    That's because the v66 doesn't do 850.

Here in California, the signal is the same on Cingular as on T-Mobile *unless*
    you're roaming on ATTWS.

Cingular has a multi-year roaming agreement with T-Mobile for the California
    infrastructure.

T-Mobile has no facilities in CA. They use Cingulars.

As for the frequency band, I don't know for sure but suspect that it is 1900MHz
as T-Mobile hasn't sold a lot of phones that are both frequencies.

T-mobile and Cingular actually had a joint venture in California. T-Mobile is
now buying that out, with a multi-year roaming agreement being sold back to
    Cingular.

Same in New York, except that the lessor and lessee are reversed.
    (TMO owns the towers here.).

In California, towers are owned by a joint venture between Cingular and
T-Mobile. That joint venture is now being bought out by T-Mobile, with
multi-year roaming being sold back to Cingular.

You have to remember that Cingular got into the NY Metro market by
    mistake.
