    I have a strange call on my Cingular bill. It shows the
    number I called is 819-772-2746. It's located at Hullot QC.
    The Cingular rep find this place is actually in Canada.
    Since it's Canada, I'm charged $2.36 for 4 minutes of long
    distance call.

    I don't recognize the number. Even if I do, the $39.95
    national plan doesn't allow international calls without help
    from a Cingular operator. So how did I make the call?

    Who's brave enough and try the number out. $.59 per minute.
    My budget doesn't allow me that.

    Cingular told me that International toll blocking is not for Canada &
    Caribbean Islands. Blocking only applies to International calls to NON +1
    country codes.

    For Canada and calls abroad, I simply use a calling card. Be sure you know
    where you're calling.

    Calls to Canada are steep with Cingular long distance.

    Calls to Canada, Caribbean areas, and any other non-us (or even US such
    as Guam or US Virgin Islands) does not need to use the 011 or operator
    assistance. It should be standard with any number in the North American
    Numbering Plan (NANP).

    Canada is not considered international in the sense that calling the
    UK or Mexico is considered international. Everyone has access to call
    Canada and international access is not required.

    Canada, the parts of the Caribbean, Guam, and all US territories are on
    the North American telephone system. The country code is "1" so by
    dialing the area code and number (ten digits) you can call these areas
    without international restrictions.

    Your domain, view.com appears to be a video company of some sort. The
    number you posted shows up in a google search as Hemera Inc. "We Sell
    Royalty free images".
