My first experience with Cingular is the new 64K "Smart Chip". From the
time my V551 says "searching for network" to the time it says "registering"
is a good 18 seconds. This in an area with 4 or 5 bars signal once the
phone is camping on a Cingular tower. This is reproducible in multiple
    parts of my local area.

I have a T-Mobile prepay, and it takes 2, maybe 3 seconds to find the
network signal once the phone initializes, using an old Nokia 3595 formerly
    from AT&T.

I thought this might be due to my V551 being set for auto network search,
which means it looks at all 4 bands. So I put the SIM into the Nokia. It
takes the same 18 seconds to find a tower. This is obviously not dependent
on location or phone ... so it's either the SIM or Cingular. What's taking
    so long?

Mine is slow too I have two T720 and they both are slow with the 64k chip
but I do get a better signal with my 64k chip,But the T720 that is unlocked
    gets the ATT&T signal too

It's due to the fact that ENS is checking more than one network, whereas
T-Mobile is just one network. Would you rather have the best possible service
    or slightly faster registration? ;-)

I thought it might be ENS ... but it's a good bet my old Nokia 3595 does
not support ENS. Does the SIM carry on looking at all networks anyway,
even though the phone cna't process the additional information?

Even without ENS, the phone will still search for all networks listed on the
SIM, which is longer now that "orange" (Cingular) has free roaming on "blue"
    (ATTWS).

You say "old" however the 3595 is really a recent phone. My guess is that it
    does support ENS just fine.

Maybe ... but it is a discontinued model (replaced by the 6010) and
customized for ATTWS at that. Considering that the list on HoFo says that
several current Nokia models don't support ENS....

I seriously doubt it -- ENS is a new Cingular-specific feature, and AFAIK,
only the latest Cingular-branded phones have it.
