Republican seat on the Commission, and was sworn in on November 3,
1997. He was designated chairman by President George W. Bush on

Colin Powell was never head of the FCC, that was Michael Powell and he was
appointed under President Clinton. Colin Powell is Michael Powell's father.
I don't know who Colin Powell's father is and don't believe it's relavent to
this thread.

Clinton was required by law to appoint a Republican to the FCC and chose
Michael Powell. Bush Jr. is the one that made Michael head of the FCC,
and the reason he lasted is his father Colin being who he is.

Correct. Clinton only gave him a seat on the commission, not the
chairmanship.
