When I ordered a new V551 phone and new service for Cingular, I said I
wanted to use my old number. I was issued a temporary number, then I
called to switch my Verizon number to my new phone. Didn't think
anything about it until the bill came today. They charged me $39.75
just to change the number! Guess I should have asked first. I
thought they would be glad to cancel a Verizon account. Looks like
they weren't that glad. :-)

I just switched from Verizon to Cingular and kept my old number (no
need for a temp number) and was just charged an activation fee ($36)
which I expected when switching carriers. Were you charged an
activation fee as well?

I did exactly the same thing a few months ago, except I waited a few days
to port my number to make sure I was happy with Cingular. If I didn't like
the service I figured I could return the phone and stick with Verizon. An
extra charge appeared on my bill when i did the port. I just called and
asked about it and had the extra charge dropped within a few minutes.
Interestingly, I then received a bill from Verizon with an early
termination fee, which I also had to call and have removed. My contract
had ended 6 months before that, but they slapped the ETF on.

Yes. On the first bill I was charged for activation. On the second
month's bill I got hit for the number change. Both bill were about
$90 and my plan is only $39.99 per month.plus $7.75 fees.
