I called CS and got three different prices so I am asking here because the
people here are more kowledgeable.
I am told that data charges on a per use billing is 3 cents/kilobyte.
Is this correct?

Yes, you are correct. I am looking at a rate plan flyer obtained from a
company owned store today:
pay per use = 3 cents/kilobyte
$2.99/mo. = 2 cents/kilobyte
$4.99/mo = 500 KB
$9.99/mo = 3 MB
$19.99/mo = 8 MB
$24.99/mo = unlimited
