I presently have ATTWS as a phone provider and was switched to Cingular
but I also have Bell South for a DSL provider who also gives me 20 hours
of dial up, if I take the Cingular phone plans could I connect to the
dial up number and download e-mail and if yes any special phone or
programs needed. I definitely don't want to have to pay more for the
privilege of using a service that I won't use all that much. I don't
use my cell all that much either and have never used the dial up since
    the DSL is much faster.

You would have to subscribe to a data plan of at least $4/month to get CSD
(dial-up data), which is dog slow (9600 bps) and uses up minutes. (You don't
need your Bell South dialup because you can dial-up Cingular, and then connect
over the Internet to Bell South.) I'd say this (CSD) only makes sense if
you're going to use a surplus of Night & Weekend minutes.
