There are horror stories of people losing their phone, not realizing it
immediately and getting $24,000 cell bills, only to be told when they
call and complain "Just pay it and be more careful next time".
So to protect oneself, how does one get International calling turned
off on their Cingular cell number?

Re: International Calls
So where does one go on the web to find out their status? I am not a
new customer. I called 611
and was told "we can't turn it off" by one rep, and "It is off" by
another, meanwhile the voiceover on hold says "Just dial 1+ the number
to reach the Caribbean"; and Jamaica for instance is both
Caribbean and International.

Usually, but not always -- I know of accounts enabled without asking -- so
it's always good to check!

Re: International Calls
I had to go to the PRESIDENT's Office (just Google Cingular
President's Office) and someone wrote me a letter confirming
International calling is off.
But even they don't know about Cingular's policy whatever that may be.
Allegedly International calling is off by default, but the voice over
on hold invited listeners to call the Caribean by using "One plus the
number". Last time I looked, the Cayman Islands was an International
call.
