    Cingular claims they are not blocking any ports on the Treo.
    Is there something (config) on the Treo that I should check?
    Perhaps Cingular's customer service is just giving me a line?

    Sounds like you are trying to use (less expensive) MEdia Net.
    For VPN you need (more expensive) Data Connect.

    Looks like GRE packets for PPTP sessions are blocked, too.
    I believe the user claims to have the "PDA Connect" package.
    I'm not sure how that differs from the "Data Connect" package.

    FWIW, I'm able to use SSH tunneling over MEdia Net.

    The problem appears to have been the MEdia Net service.
    After switching the data services, the VPN is working fine.
