If I use my RAZR, and Motorola Phone Tools to connect my old Notebook to
the [email protected], the max connection I can get is 115KB, using the
same setup on my Desktop PC, i get 230KB, would this be caused by my
Notebook having an older USB (I think its v1.0) connection? I've tried it
with Bluetooth, and USB Cable (sitting side by side, so the position, and
time frame are the same) with the same results.

You'll have ot adjust the virtual com port speed. That is the speed that is
actually being reported to you. Older USB is capable of 11Mbps.

Should the modem port speed be set at the highest maximum then?

If it can be set to AUTO / Automatic, I would set it to that if it was mine

I think there is something wrong with your desktop measurement.
I thought the Razr was only good for GPRS Class 10, and no EDGE at all. My
v551, with EDGE, gets around 100Kbps, not B, and you won't get 230, even
    with EDGE. In a GPRS-only area, I get 30-40Kbps.

The speed you see on your computer may well be the port speed and nothing to
do with the data rate through your phone. As an example when I use VPN the
network connection icon tells me I have a 1GB link, which I can assure you
is not true. The WAP connection is pretty slow.

Binaries (e.g., uuencoded programs or pictures) should never be posted to
discussion newsgroups; most discussion newsgroups do not permit binary posts.
Post binaries to a *binaries* newsgroup only (or on a website or FTP server),
with a notice in relevant discussion newsgroup(s).

[I]Regretably - no matter what the device connection speed (I have 960kbs for both bt and usb) your internet speed is totally throttled by the quality of the local wireless network. Sorry. Mine (GPRS) is no better than a 24k dial-up modem most of the time - with all the tweaks I've done (sans hacking the actual code) - at best it looks like a 56k modem running a little slow. (sigh).
    Good luck.
I monitor with ActivePorts, do timings with FasterFox and have all my custom settings peaked out. I use FileZilla for FTP and I enable up to 5 simultaneous connections. All of this makes a broadband connection scream for mercy but has zero effect on T-Mobile GPRS performance.
There is absolutely no doubt in my mind that T-Mobile et al are deliberately throttling over the air bandwidth. What jerks.
