I get two options in my available networks:
Cingular 310-380
Cingular 310-170
What does this mean?

Those are the country code, 310=USA, and the network codes. 170 was Pacific
Bell Wireless,
then part of Cingular, now sold to T-Mobile (with a five year roaming
agreement). 380 is the
former ATTWS, now Cingular.
You could choose 380 first, and use 170 as a backup.
