This summer I'll be spending a couple weeks in France and Belgium and will
need to use a phone. Can anyone recommend a prepaid phone system that can
be purchased and activated in France by a non-French speaker?

If your Cingular phone is a multi-band "world phone", ask Cingular to unlock
it. Otherwise buy an inexpensive unlocked multi-band "world phone" here
before you go. The just buy a prepaid local SIM when you arrive. Language
    won't be a problem.

I used my V551 overseas and in Mexico. Just make sure you have an adaptor
for the power plugs. Your standard US A/C charger will run on 220 V 50 Hz
for most phones, just check the lable on the charger.
