When I see "Call is being forwarded" is that roaming?

No, I don't believe so. I ran into this down in Charleston, SC. Every call I
made or recieved said Calling fowarding. I'm on a nation plan and I couldn't
figure out why it was saying that. Once I landed in the airport at Atlanta,
all the calls went back to normal. So far, Charleston, SC is the only city
out of about 10 I've been too that has this.
Normally if you are roaming you should see a little triangle symbol next to
the Signal strength bars.

No. It means that the call you are placing is being forwarded to another
number (likely a "rollover line"). When the number begins to ring through,
the phone tells you that the number you dialed is not the one ringing.
If you get the message "Call Forwarding Active" it means that you calls will
be forwarded to your voice mail while you are on your call.
