If given a cell number is there a way to look up (web-site) the cell number
and find out what service provider the cell number is with?

teleflip.com found a way.

No they didn't. They brute force it, by simply sending the message to
every carrier, and ignoring the one's that bounce back. I guess they
could figure out the carrier by eliminating the bounce backs, but not if
the person has turned off messaging on their account.
You can check on some of the web sites:
I don't know if Sprint or T-Mobile have a way to check.

You can go to http://www.wirelessamberalerts.org and put in the number. It
will either tell you the network on the next page or take you to the
carrier's page for signing. Since this is a page for signing up for Amber
Alerts, make sure that you do not subscribe someone else.

Re: Detecting calling network?
go to www.whitepages.com and do a reverse number search. It will tell you
the carier but not the subscriber info. I dont think it updates for number
porting though.
I have a question... Why dont you just ask the person who has the number
what service provider they use?

http://quentinsagerconsulting.com/cgi-bin/nalennd.cgi
and
http://www.telcodata.us
Are pretty decent tools.
However, there's an important caveat: these tools CANNOT account for
ported numbers. They only report what carrier the number was
*originally* assigned to. If a customer with that number ports out to a
different carrier, then you are out of luck.

http://www.fonefinder.net/
But if it's been ported, all bets are off.

I've used telcodata for a while, but I'm wondering, is there a way to
account for ported numbers?
