    For kids that are not as responsible as adults, Disney may have a good
    solution. Apparently they can restrict calls by minutes, times of day and
    'geo-fencing'. http://disneymobile.go.com

    Also look at the LG VX1000-MIGO. You could activate it on PagePlus, and
    it'd only cost about $3/month for service, but the handset is very
    expensive if not purchased with activation.

    You could take an old phone, program in the numbers you want to hot keys
    (i.e. 1=Home, 2=Mom Cell, 3=Dad Cell) then physically do something to
    the other keys to prevent them from operating.

    At 10 years old, I'd get the kid a prepaid phone on one of the MVNO
    operators (PagePlus is the best), and buy the minimum number of minutes.

    At 10, they are old enough to understand that the phone is for urgent
    use only, and not a toy to use to gab with their friends. At least
    that's been my experience with my 12 y.o. who had a phone at 10 y.o..
