    Cingular recovers from network outages
    Cingular Wireless last weekend experienced major network outages, leaving
    about 900,000 subscribers without service. The outages stretched from Friday
    afternoon until Sunday morning. While Cingular would not comment on the
    possible causes for the blackout, the company is investigating the failure
    of an HLR (Home Location Register) in Atlanta. The carrier also said it is
    considering whether to give blanket credits to all subscribers in the
    affected areas. Earlier this month, California state regulators fined
    Cingular Wireless $12.1 million in part for offering poor quality of
    service.

    Yesterday's news.
    I can across statistics ranging from 19 to 4 percent of customers being
    impacted. The original impact area was right where they are extending
    their services. The reality is that they can't allow such incidents and
    still keep up a good public image.

    Spoke with a cap with a conspiracy theory. His claim was that as HLR is
    not in exclusive vendor control it is possible for the competition to
    cause software disruptions. While I was telling him where to put it
    another chap came in claiming that some of AT&T's system had just gone
    down- same issues. Is there a full moon tonight?
