National GSM Map is wrong?

If you take a look at the National GSM map for NC, SC, or VA, it shows up as
this:

Surely this is wrong (as once again this is GSM). Although, the date does
say 12/03 at the bottom. This map looks almost identical to the
Multi-Network National Maps. Any ideas as to what's going on?

Normally, Cingular Nation requires a GAIT handset, and Cingular Nation
GSM requires a GSM handset. This is the map for the Cingular Nation plan.
