I figured out how to get .wav files into the cell phone by converting
it into an .amr file. Unfortunately, the sound quality is
rediculously low. What is the deal with this? These .amr files sound
so bad that they are unusable. Using the highest level MR, a 16K wave
sound gets converted into a 2K .amr. Is there any way to convert .wav
files into .amr files without rendering them useless?

The trouble with amr, is that they're so compressed, they make almost no sence music-wise. This is because amr is a format for recording speech. iIf you want good quality music, it must be an mp3 or wav file.
