can't get brand new phones for £20.

i thought these type of schemes were illegal, maybe the police wud like 2

You thought wrong, British Gas run a simlar one, everyone pays them £15 a
month on the off chance that one day the central heating will break.
88% of central heating systems don't.

If you would like to complain to Mark personally about his usenet abuse or
about his site you could also look him up at
http://resellers.tucows.com/whois

Perhaps send his Dad, Alan, a letter so he knows what his son is up to.

Not a good idea. Most spammer use fake address. You don't want the letter to
end up to someone else's house!!

In which case you would be informing Mark he owns the domain and he might
like to shut the site down.
