    AMR is an audio format supported by many cellular phones. AMR is intended for
    speech (8000 Hz, ACELP, 12.2 Kbps max), so music quality suffers.

    Requires 16 bit, 8 KHz, PCM WAV.
    Windows Sound Recorder doesn't seem to produce an acceptable input file
    format (and does a poor job on conversions in any event).

    Appears to be the Ericsson Converter with a GUI.
