After I unlock the keypad on my T610, sometimes it still says SOS ONLY, is
this a firmware bug?

It probably means that you are connected to another provider's network,
wher you have no using rights.
It has nothing to do with the keyboard locking.

Are you actually able to make (non SOS) calls when it says this? It might
simply be that you are in an area of poor reception.

It is, but not with your phone.
The problem is to do with Nokia BTS software, some Nokia BTSs set bits in
the control fields that can convince the phone that a high signal strength
matters more than its home network. This is a very old problem and is due
to Ericsson following the GSM spec to the letter and Nokia interpreting it
rather less literally.

Yea, other than the message it seems to work normally. If I have a good
enough reception to be able to make calls, it shouldn't say SOS ONLY should
it?
