Is there a feature available that will send me a text message when my phone
usage reaches certain levels? I seem to remember Fido offering something
along those lines, but can't seem to find it anywhere on the website.....

Not sure.
Those who have/had the $10 package with $0.15 per minute (no bank
minutes) would get an SMS message delivered the second your number of
minutes exceeded the threshold where the $27 package for 200 minutes
became cheaper. I got it delivered while I was on a call once !
(Not sure if Fido calculated based on the falsely advertised $20 for 200
minutes or the billed $26.95 for 200 minutes).

You can't. A Fido CSR has to do it from their end.
