Where would there be postage paid mailers provided for returning
someone's lost cellular telephone you find on the street ?...

There aren't any. A postage paid mailer would have to go back to the
postage permit holder and not the one who lost the phone. However, I
can't imagine that anybody would not reimburse you for at least the
postage for returning their phone. If you dropped it off at the carrier
who serves the customer I'm sure they'd forward to it to their customer.
