Other cellphone companies include this payment in the phone price. If you
pay a lot of money for a phone (about $500 here in South Africa, for the
V500 I have, ) , it's absurd to buy the software separately from motorola

Not everyone will want or need the computer software for their phone,
which is why Motorola (for example) sells it sepparately from the
phone.
YOU may find it "absurd" however it's the way businesses make money
off their products.
