    I've seen conflicting reports about Cingular locking the new V3 Razr. I'm
    going to Europe and want to get a local pay-as-you-go SIM card for my phone.
    How can I check if my phone is unlocked before I go? I really don't want to
    pay over $1 per minute to use Cingular's international roaming.....

    In order to make use that your phone is unlocked put in a SIM card from a
    non-Cingular provider (i.e. ATT or T-Mobile or a foreign country). The
    phone will work the that 'foreign' SIM if it's unlocked. If you don't
    have one, how about borrowing a friend's SIM for the test?

    Drop by a T-Mobile store, and borrow a working SIM to test your phone.
