All that's been deactivated is the
SIM (the little card in the phone), not the
phone itself. If the phone is locked to the carrier, then it will only work
with (active) SIMs from that same carrier unless you get it unlocked, either
by the carrier or by a third-party unlocking service. If unlocked, it will
work with (active) SIMs from any other
GSM carrier.
