Is there any way to reject incoming calls on a Motorola Razr V3, while the
phone is closed? Or does one need to let it ring through/silence the ringer
before the call goes over to voice mail?
Right now my phone is set to answer when I open it up. But I know that it
can be set to answer or reject calls by opening the phone and pushing one of
the buttons on the keypad.
Any advice on this?
As well, is it possible to silence the low-battery alert besides simply
charging the phone?

Just push the outside smart button to stop the ringing.

All you can do is silence by hitting the volume up/down buttons, you
can't reject the call.

AFAIK, no, but I haven't looked.
