It's time to ask the experts. I have a new Moto Q. I've figured out
how to install my own personal ringtones. And I understand how to make
ringtones out of mp3's.
What I can't figure out is in two of the (freeware) ringtone creator
software I've installed, the software only allows you to send the
ringtone directly to the phone, where as I need to save the new
ringtone to my computer first, and let it "sync" to my phone.
Where can I find ringtone creator software (freeware would be nice ;o),
but I'd even pay for it) that will allow me to save these modified
mp3's to my computer?

You could try Audacity from http://audacity.sourceforge.net/ which is a
free wave editor.
To enable Audacity to handle mp3 files, you will also need the Lame
library (.dll) from http://www-users.york.ac.uk/~raa110/audacity/lame.html
