v3i sync not deleting items off phone

Hi when i sync my windows xp running outlook 2003 computer, the items
that are on the phone, and have been deleted from computer are not deleted
off the phone.

also the repeating items, lose their proper end date and go on repeating for
ever.

is the upgradable phone tools any better,
