I think that by saying that they want NO calls, people ARE making the
decision for themselves. I would bet that the average person doesn't even
want to hear from charities or researchers, either.

The Caller ID thing is OK, but I had Qwest's service for a while and it
STILL let through calls that were from outside Qwest's system. And I'm
SUPPOSED to have Caller ID block that doesn't allow un-ID'd calls through,
but I still get a lot of UNIDENTIFIED's.

The solution, in my opinion is such:

1. Mandatory Caller ID info on all non-private party calls. But could they
just outsource to Canada or elsewhere in the world?

2. The option to get PAID by the calling party for every call you take. In
other words, if you accept the call, the calling party has to pay Qwest 25
cents and you get 20 cents of that (or something). You have to shift the
return on investment formula so that the telemarketers are forced to do
their homework in calling people that legitimately might have an interest.

3. Caller ID information codes (as you suggest above) and phones (or
services) that are capable of filtering those codes.
