Not 100% sure, but I don't think there are any cell phone carriers that
don't charge for call forwarding. One of the main reasons they don't worry
about charging for this service is because you have a cell phone, so should
not need to have all your calls forwarded all the time (if you are not going
to use it, why have it?).
