Put extra languages on nokia phones?

Can anyone recommend a program that will add either serbian or
macedonian languages to popular nokia phones please?, this is to change
the menus from english to either of the above languages.

I have been trying for ages to work out how to do this but without any
luck.

Would need a firmware language-pack change. NOT something you can do
yourself, unless you got the gear.

Im looking up the process for someone who has a data cable connection
to phones, can do most things but not add language packs to phones.

Looking at something like this

Any idea where to get language packs?.

AFAIK they're only available to authorized Nokia service agents.
