I have a nokia 8310 i was wondering which was the best program to
change ringtones etc

You can't edit the standard ringtones with anything. On older DCT3 phones
(yours is DCT4) you could edit them by messing around with the firmware of
the phone (but this is definately not for beginners), but this is not yet
possible with DCT4 handsets.

There is no standardised mechanism for extracting tones from the Nokia 8310.
It is technically possible to get them out, but they are not in a useful
format, and so no software exists to edit the existing tones.

what about editing and deleteing the ones i can put on there myself?
i dont know who to erase them

You don't erase them, you over-write them with new ones.
