We have just released SendTone 2.0 for Windows. This is a program that you
can use to create, manage, and send ringtones to your Nokia phone. It sends
ringtones through email gateways - which usually means it's completely free
to send. SendTone includes a (IMHO) pretty good RTTTL editor. There is a
free 15 day trial period. It costs (USD) $9.95 to register.

SendTone was developed using the old TDMA AT&T Wireless network (most AT&T
subscribers use this network), so if you use AT&T and Nokia you are really
likely to have great success. If you don't you still might stand a good
chance. The only way to find out is to try.
