My Neice found a Samsung V200 on the bus, i have it here
at work and only an orange sim card works, and then it
says "limited use" and i cant call out. Does this mean its
been locked out by the network operator?

Can it be sorted? Can anyone here sort it? Looks a nice
    phone as well.

    Thanks

    Of course.

The owner has reported it lost/stolen and has hence had the IMEI of said
    V200 blocked.

Thats it....she handed it in to the local plod yesterday and was told that
    if nobody
claimed it within (i think she said six weeks) she could have it back.

God knows what you can do with it then.
