I'm planning on buying a new phone.
What is important for me:
Infrared (synchronise with pc contacts etc.)
Fast interface (keep up with scrolling menu-typing etc)
No hangs (like with my T65)
solid phone
SMS
Phoning itself
battery
what's not:
mms
taking pictures
So, my question: is there a better choice of phone for the =-same
budget?
Other like Siemens samsung is also welcome, though I think Nokia has
the fastest interface???
Pls advice me.

6310i? I know it's stepping back a generation, but battery life is
exceptional, build quality is second to none, and all in all it's a superb
phone. If you absolutely must have colour, consider the SonyEricsson T610.

Not with the 6610/7210, or indeed most series 40 nokias, they are
excruciatingly slow in the menus, always a half second behind anything you
do.
I might suggest a Samsung T100, they go for about the same price as a 6610
on eBay.
SMS keypad is slightly different to Nokias, basically the 0, # and * keys
are switched around, not very hard to get used to. in fact, it's much easier
and faster than a nokia to type on, and Samsung also have T9 dictionary
software.
Have an e700 myself, have used a t100, interface, software, ringtones etc
are basically the same and very easy to use. Try one out.
Much more stylish too.

Nicely built phone, but absolutely dire battery life.

Now, the E700 I do like, but it's not really in the same price range as a
6610/7210.

Definately, and if we're stepping up to the E700 price mark, the OP could
always consider the SE Z600 which is nicer still.
