If it's under warranty, an authorised Nokia Service Centre. If you want to
do it yourself, and don't mind breaking it, you could use one of the cheap
"China" flashers at approx £35 UKP. If you want to do the job right and
have a functioning phone afterwards, Twister, Griffin or Prodigy will do the
job but you won't get much change from £220 UKP. Take a look at
www.gsm-solutions.co.uk for Twister specs (that's what we use after moving
on from using Griffin).
