how do you u/ load files to d/load as tones and images?

Hi folks

I Have a Nokia 3410, a very limited wap site with 'o2' and a web site.

I gather from reading posts in this group that it's possible to up-load
suitable files from my pc to the wap or web site and then
down load the files as ring tones and images. But being only half-techy
(witted) it's not clear to me what format would I upload the files in.
..wav and .bmp perhaps?

I'd love to experiment but could do with a bit of simple guidance (or links)
to get me going.

If this is possible, how come companies charge what seems expensive prices
for simple things such as ring tones and images - and presumably this
reasoning extends to games?
