You can do it with Oxygen Phone Manager II.

In trial version ( http://www.opm-2.com/download/opm2.zip ) go to 'Logos'
section, load new operator logo from file and select 'Set as operator logo'
option on upper toolbar. This will set your image as operator logo.

In full version ( http://www.opm-2.com/order ) you can also set operator
logo from 'Gallery' section.
