it's not a business account it's a 'premier' account if I have a standard
free account I cannot receive credit card payments. most people don't hold a
paypal balance to send money so all money i receive incurs fees. it depends
on the situation, country, amount etc...
by the way you quoted the US website, the UK website is as follows:

I am on the standard rate as I do not qualify for merchant rate

They charge nothing per transaction, but they charge 99p to put money
in or take it out - you can transfer money to and fro for free.
