    Hi, if I enter the unlock code for say a 3390 or a 5190 and I get the message
    "sim not restricted" and a check mark, does that mean that the phone is now
    unlocked for any gsm carrier?

    It means exactly what it says....in other words, It was never restricted.
    Try another carrier card and if it works its good to go in any other
    country.

    As long its not on the IMEI blacklist database.

    Unlock codes usually tell you SIM Restriction OFF or says code failure. and
    SIM not restricted if it wasnt locked in the first place,

    Yes, this was the answer I was looking for. I had unlocked a few phones and got
    the sim restriction off message but was suprised to get the sim not restricted
    message on 2 others. It was of course entirely possible that they were already
    unlocked. Thanks.
