I understand the site needs to be FAST with few, small graphics. I've
created a few sites commercially, but it's been awhile. Is there a special
coding for WAP sites or are they just formatted for small screens?

Both...There is a 'special coding' called WML (Wireless Markup Language),
and yup they are specially formatted for small screens.

PS.
IMO the BBC's WAP site is a very good example of how this sort of thing
should work and look.
