It would be nice for you to let us know why you need to know this.
Otherwise it does sound plausible that you are simply trying to sell
a stolen phone.

Australia, and most European countries do. Some arab areas haven't yet set
up for this technology. Why not google for the country you are actually
wanting to know about?
