    It's covered by the 'Mobile Telephones (Re-Programming) Act 2002' in the
    UK.

    I hate to say it but that wasn't really the poster's question It
    can't be illegal to know how to reprogram your IMEI can it?

    In the UK, it's illegal to supply equipment with the knowledge it will be
    used to alter the IMEI, but whether that extends to telling someone how to
    do it (without supplying the equipment) I don't know.

    I understand it to be you are
    a) not allowed to own any hardware/sw capable of changing the IMEI unless
    you have the manufacturer's written permission to tamper with it, ie work
    for Nokia, I don't know. Basically you can't own anything with an IMEI
    editing tool in it. Or PC Plod will have your PC.
    b) You are not allowed to change, do anything that interferes with the
    operation of the IMEI.
    c) Not knowing the law is not going to work very well as an excuse at your
    trial - ignorance is no excuse in law.

    All true no doubt but it still doesn't exclude you from knowing how to
    change your IMEI. If I understand you correctly you just aren't allowed
    to have any equipment that does it. Of course the question of what
    exactly it means to have sw that is capable of doing something is rather
    imponderable. Would a C compiler do?

    Probably true, but the potential penalties on the statute book are up to 5
    years imprisonment plus an unlimited fine. Personally, I'd rather not take
    the risk (not that I have any need to).

    Changing the IMEI could possibly lead to a barred fone (stolen phone, etc)
    being changed to work in the UK again, if that makes sense...

    Just because someone's interested in how to do it, doesn't mean they will
    you know, ladies; i'm quite interested, knowledge is power!
